What you can actually buy

The only products in the JusArt range with “refillable” in the name are the water brush pens — and those hold water, not marker ink:

There is no ink refill, no nib pack and no single marker anywhere in the catalogue. In practice that means a JusArt marker is finished when it runs dry, and a dead colour cannot be replaced on its own — you buy another set. Factor that into which set size you choose.

Water-based, waterproof, and how long they last

The acrylic markers use water-based ink. That is what makes them layerable: once a coat is dry you can paint over it in another colour without lifting it. It also means that before the ink cures it will lift off glass, ceramic and plastic with a damp cloth, which is useful for corrections and a problem for anything that will be handled. On porous surfaces — paper, wood, canvas, rock — it sets permanently.

The listings do not publish a shelf life or a writing length, so this page does not quote one. What the listings do say consistently is that the markers should be stored horizontally, and that the automatic ink control valve is what stops the nib flooding.

Are they non-toxic?

The listings describe the ink as non-toxic and odourless. JusArt does not publish an ASTM D-4236 certificate number on the listings, so this page repeats the claim without endorsing it.
